Designated Social Care Officer (DSCO) – a key new role in the city

In January 2026 Brighton and Hove City Council appointed Graham Davis as the Designated Social Care Officer (DSCO)  in Brighton and Hove. PaCC are pleased that this recruitment has now taken place as PaCC have flagged the need for this essential strategic role for several years.

The DSCO plays a crucial role in bridging social care services and the Special Educational Needs and Disabilities (SEND) system, focusing on improving outcomes for children and young people. PaCC have had a meeting with Graham Davis and feel pleased that his intention is to focus on prioritising a long-term strategy for social care services in the city. Graham is keen to meet with PaCC again in a couple of months to share his draft work plan for PaCC to comment on.
